Introduction
Pradhan Mantri Kaushal Vikas Yojana (PMKVY) is the flagship scheme of the Ministry of Skill Development & Entrepreneurship (MSDE). The objective of this Skill Certification Scheme is to enable a large number of Indian youth to take up industry-relevant skill training that will help them in securing a better livelihood. Individuals with prior learning experience or skills will also be assessed and certified under Recognition of Prior Learning (RPL). The scheme is aimed to cover 10 million youth during the period of 2016 – 2020.
Objective Of PMKVY Scheme
The objective of the PMKVY scheme is to encourage aptitude for employable skills and enhance the work efficiency of potential and existing daily wage earners by giving them monetary rewards and providing them with quality training. The average prize money per person has been kept as 8,000 (US$120). Salaried people already having a standard level of skill will be recognized as per the scheme and the average prize money for them is 2000 to 2500.
In the initial year, the scheme is targeted to disburse 15 billion (US$220 million). The training programs are specially developed in different areas of skill based on National Occupational Standards (NOS) and Qualification Packs.
For this qualification, quality plans have been prepared by various Sector Skill Councils (SSCs) created with industry participation. National Skill Development Council (NSDC) has been made the coordinating and driving agency for the same.
Under PMKVY, training and assessment fees are completely paid by the Government.In line with the objectives, the scheme is applicable to any candidate of Indian nationality who is an unemployed youth or a college or school dropout. He should hold a verifiable identity proof, i.e ., Aadhaar, voter ID or a bank account. An allocation of Rs. 12, 000 crores has been made for the period 2016-2020.
The key components of PMKVY are providing short term training to eligible candidates at PMKVY Training Centres (TCs).Apart from providing training according to the National Skills Qualification Framework (NSQF), training in soft skills, entrepreneurship, financial and digital literacy is imparted at TCs. Duration of training varies per job role, ranging between 150 and 300 hours. Upon successful completion of their assessment, candidates shall be provided placement assistance by Training Partners (TPs).
Under PMKVY, the entire training and assessment fees are paid by the Government. Individuals with prior learning experience or skills shall be assessed and certified under the Recognition of Prior Learning (RPL) component of the Scheme. RPL aims to align the competencies of the unregulated workforce of the country to the NSQF. Special Projects are undertaken in special areas under this scheme to provide training in special jobs not defined under available Qualification Packs (QPs) or National Occupational Standards (NOSs).
Training Partners of PMKVY shall conduct Kaushal and Rozgar Melas every six months with press coverage. Under this scheme placement guidelines and opportunities are provided to candidates, trained and certified under the Scheme. It is provided in the Scheme that effective monitoring of implementation of its implementation through Skills Development Management System (SDMS) should be ensured.

4.To remove poverty as well as bring confidence in the families and youth of poor people to carry forward with new power and try to bring new energy in the country.
5.To provide skills and opportunities to about 65% of India’s population who are below 35 years of age face global challenges.
Features of Skill Development Scheme
1.All types of training to be conducted under this scheme will be done with utmost sincerity. To get training in different areas, different qualifications will be required, so before taking training in any technical field, eligibility will be checked.
2.All training programs will be conducted by Sector Skill Council ie SSC. All the people trained under this council will follow the rules of NOS and QPS.
3.Under this scheme, training will be given in view of the necessary workers in various schemes of the Government of India. After training, youth will be given jobs under various government schemes like Make in India scheme, Digital India project, Swachh Bharat Abhiyan etc.
4.Once the training is over, the trained youth will get Rs. 8000 more course completion certificates.
(The certificate will be everywhere, but in order to obtain it, one must pass the examination at the end of the training.)
5.A special feature of this scheme is that the brand ambassador of this scheme is Sachin Tendulkar, Sachin Tendulkar The great cricketer Sachin Tendulkar has been chosen for the Indian youth.
